When Harvard-educated CIA agent Hayes is killed, the agency recruits his twin brother (Rock) to fill in and finish his last project. Problem is, the twin is a street-smart hustler who knows nothing about the CIA or even how to act like an agent. They call in a seasoned agent (Hopkins) to train.
